The Wikimedia Foundation will be testing its secondary data center in Dallas. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to conduct a planned test. This test will show whether they can reliably switch from one data center to the other.

It requires many teams to prepare for the test and to be available to fix any unexpected problems. They will switch all traffic to the secondary data center on Wednesday, 19 April On Wednesday, 3 May , they will switch back to the primary data center. Unfortunately, because of some limitations in MediaWiki , all editing must stop during those two switches. We apologize for this disruption, and we are working to minimize it in the future.

While this primarily impacts Wikidata, the changes are also addressing a concern about the mobile versions of Wikipedia, so that mobile users will be able to edit directly the descriptions shown under the title of the page and in the search results.

We began by rolling out this feature several weeks ago to a pilot group of Wikipedias Russian, Hebrew, and Catalan , and have seen very positive results including numerous quality contributions in the form of new and updated descriptions, and a low rate of vandalism.

In May the deputy head of the troops of the National Guard of Russia created in April , in charge of suppressing internal revolts, includes about , employees announced that first of all his organizational plans was to develop IT technologists. Further, in July , the Guard announced that its own first research company would be created in the autumn. The Belgorod region is the only one in Russia to officially promote and codify activities of these cyber-patrols in its territory [ 93 ].

For example, administrations of local universities and colleges are recommended to actively engage their students in cyber-patrols. Currently there are more than members of the Belgorod cyber-patrol [ 94 ]. Their activity is highly prized by the head of the Belgorod regional Security Council. The Russian network VKontakte promptly reacts to requests by cyber-patrols and Russian authorities, while Facebook usually ignores these requests.

Based on all our findings about abnormally online and politically active small Russian communities, we can predict that other Russian smaller cities in our Google Trends list as illustrated in Figure 1 those below our 5 Belgorod but still having disproportionally high online political activity in comparison to larger cities like Moscow or St.

Petersburg may also be conceived as clandestine troll or hacker locales. While identifying all of them is beyond the scope of this paper, we assert that we can already generate new understandings of politically driven activity by utilizing widely available tools like Google Trends. Indeed, our findings provide new insight about a pattern of operation at work on a global scale.

To conclude we discuss implications for information scholars and practitioners, really for anyone interested in Russian cyberwar-related activity.

This work illuminates some of the activities, investments, and strategies behind a case of contemporary information war, an approach that will be ever more prevalent in this increasingly digital world. Certainly there are strategies for employing Russian citizens, and there are priorities to keep strong graduates. Beyond recruiting efforts, and given what we present here, we can see an important chain of command worth reviewing.

Based on the current state of the Russian computer industry, such an export regime would seriously undermine Russian ability to harm other nations. The type of attacks or disinformation efforts will shift over time, by country, and with rapid advancements in digital life. From this case we can consider other cases underway and ideally, begin to consider the kinds of peace-keeping strategies in an information era in order to maintain a healthy geopolitical climate.
